NPD Ltd is a well-established civil engineering and construction company in Rwanda, with over 25 years of experience in delivering practical and innovative solutions to its clients.

NPD COTRACO Ltd was the result of a merger between two entities, COTRACO s.a.r.l. and Nyarutarama Property Developers (NPD) s.a.r.l. Prior to the merger, COTRACO focused solely on the provision of prefabricated concrete products.NPD Ltd was established in 1996 as a Kigali based property developer specializing in the development of housing estates. The combined expertise of these organizations has granted NPD Ltd. a profound understanding of civil engineering works and geographically specific needs.

Board Chairman

Eugene is an Electromechanical Engineer by Education and an entrepreneur by profession. Between January 1995 and March 2007, he served in various positions as first Sales Manager at PETROCOM Ltd ,Commercial Director of TOTAL RWANDA SARL between November 1998 and December 2002, Managing Director of SAKIRWA PETROLEUM Ltd between January 2003 and March 2007.Between April 2007 and March 2009, He did a freelance consultancy in Marketing of petroleum products on behalf of several companies in Kenya. In June 2008, Eugene enrolled for an Executive MBA at Maastricht School of Management and obtained a master’s degree in Corporate Strategy and Economic Policy in September 2009.He registered his own company Energy Solution-ENES Ltd in April 2009 which is handling import & export and distribution of petroleum products . ENES has started diversification since 2011 in Real Estate Development with among other references, the development of Remera Corner , near the Amahoro Stadium . In 2013. ENES negotiated with Banque Populaire du Rwanda (BPR) the contract to develop an ultra-modern commercial complex. After signing the contract and together with its partners, ENES registered Perfect City Developments ( R ) Ltd -PCD as a Special Purpose Vehicle to implement the contract with BPR . The sky scrapper twin towers BPR- PCD Towers was completed in 2018 hosting today BPR Bank in Tower A and in Tower B , PCD offices and commercial spaces for rent. Eugene seats on several board of directors and among others a Board member of Duval Great Lakes Ltd. He is a founder of the Association to Promote Education and Culture , APAPEC- IREBERO running a Private Primary School at Gisozi- Gasabo District with 1 200 students in Nursery and Primary School. He is as well a Founder member and Board member of IRACD- AFRICA , a subsidiary of IRCAD FRANCE which has 27 years of training and research in the latest and most advanced surgical procedures and in the recent years IRCAD FRANCE is a world leader in minimally invasive surgery training.

Frank Rukundo

Acting Managing Director NPD

Frank is an accomplished professional with over 15 years of experience in budgeting, policy analysis, business planning, and project and financial management. He holds a degree in Accounting Sciences from the National University of Rwanda, a Postgraduate Diploma in Purchase Management from Maastricht School of Management in the Netherlands, and a dual MBA in Operations and Human Resource Management from the Indian Institute of Commerce and Trade.

Throughout his career, Frank has held various leadership roles. He began his professional journey in 2007, serving in government institutions such as ORTPN and the Rwanda Development Board for three years. His career further expanded with 12 years of experience at Crystal Ventures Limited (CVL), where he served as Group Corporate Services Director before being appointed Managing Director of East African Granite Industries Limited. Currently, Frank brings his extensive leadership expertise to NPD Ltd., driving strategic initiatives and operational excellence.

Yannick Kayijuka Zingiro

Yannick Kayijuka Zingiro

Acting Deputy Managing Director

Yannick is a distinguished Civil Engineer, registered with the Institute of Engineers Rwanda (IER), with over 10 years of experience in construction and project management, particularly in road infrastructure, building projects, and other civil works. His diverse expertise covers technical coordination, implementation, and successful delivery of numerous large-scale projects.

Prior to joining NPD Ltd, he worked in different local roads construction companies where he held various positions at senior level including technical director and project manager, among others, where he oversaw key construction projects.

In March 2021, he joined NPD Ltd. as the Project Director for Kigali Infrastructure Project (KIP), where he quickly established himself as a highly skilled and effective leader.

Since 2024, Mr. Zingiro serves as the Business Development Director as well as Acting Deputy Managing Director at NPD Ltd., further contributing his leadership and strategic vision to the company's growth and success in Rwanda’s infrastructure sector.

Eugenie Byuma Mukayisire

Human Resource and Administration Director

Eugenie is the Human Resource and Administration Director at NPD Ltd. With over 25 years of experience in both public and private sectors, she brings a wealth of knowledge and leadership to her role.

She began her human resource career in 2011 as a Human Resource Officer at the Rwanda Agriculture Board (RAB). In 2016, she transitioned to the Rwanda Development Board (RDB), where she served in the same capacity until 2018. From 2019 to June 2022, she advanced her expertise as a Human Resource Performance Management Specialist, focusing on enhancing employee productivity and performance.

Before her career in human resources, Eugenie spent more than 13 years at I&M Bank (formerly Banque Commerciale du Rwanda - BCR), where she held various positions including Cashier, Back Office Employee, Cashier Supervisor, and Branch Development Manager.

She holds a Master of Science in Human Resource Management from Mount Kenya University and a Bachelor of Business Administration in Finance from the University of Rwanda’s School of Finance and Banking (UR-SFB). Her extensive experience and academic qualifications make her a key asset in driving the human resource and administrative functions at NPD Ltd.

Boniface Iyamuremye

Boniface Iyamuremye

Acting Director - Project Management Office

Boniface is a Professional Civil Engineer with ten years of experience in the construction industry, specializing in civil engineering works and project management. His career began in 2015 upon earning his bachelor's degree, which propelled him into the field with a strong reputation for outstanding performance and technical expertise.

He has previously served in key roles at Horizon Construction Ltd and the City of Kigali, holding positions such as Roads Engineer, Project Manager, and Acting Director of the Infrastructure Department. In 2022, Boniface joined NPD Ltd. as the Technical Advisor to the Managing Director, bringing his wealth of experience and strategic insight to the organization.

In addition to his professional roles, Boniface pursued advanced research in urban sciences at the University of Seoul, South Korea. He holds a Master of Urban Sciences and a Bachelor of Civil Engineering from the University of Rwanda (formerly KIST). He is also a certified Project Management Professional (PMP) by the Project Management Institute (PMI) in the United States and is registered with the Institute of Engineers Rwanda.
